Default Construction Service for VA VISN 1

This notice is for an Indefinite Quantity, Indefinite Delivery Contract for various construction projects. Contractor shall provide all labor, materials, equipment, transportation, supervision and disposal necessary to perform necessary repairs, alterations and renovations of Veterans Administration Medical Centers in Rhode Island, Massachusetts, and Connecticut including various outlying facilities such as clinics and Vet Centers. The total estimated value of this acquisition is between $5,000,000 and $10,000,000 inclusive of four option years. The Government anticipates multiple awards under this contract. Contract base period will be for 1 year with 4 one-year option periods. For the purposes of this competition, a representative project has been chosen for which all prospective offerors are required to submit a proposal. The price submitted for this project shall be the only basis for evaluation by the Government of the evaluation factor price. The project will then become the first task order awarded under one of the successful IDIQ contracts. The representative project is as follows: Contractor shall provide all labor, materials, equipment, transportation, supervision, and disposal necessary to renovate the Hemodialysis Ward at the VAMC Providence, RI. Work includes approximately 3200 square feet, asbestos abatement (est. 2500 sf of flooring and misc.); electrical, mechanical, plumbing, demolition with infection control, and architectural finishes. Estimated construction cost is between $1,000,000 and $5,000,000 The period of performance for this project is 180 calendar days from date of Notice to Proceed. All offerors must submit pricing for this project in order to be considered for award of one of the resulting IDIQ contracts. Only those offerors who submit a bid guarantee (bid bond) for the hemodialysis project will be considered for award of the resulting contract. Solicitation packages will be available on or about 06/19/2006. The due date for receipt of proposals is scheduled for 07/19/06. This solicitation is full and open competition under the Small Business Competitive Demonstration Program however, this is a multiple award and a minimum of one award each will be set-aside for 8(a), Hubzone and Service-disabled veteran-owned small business. This will be a best value procurement based on technical and price related factors. Evaluation factor criteria will be (1) Past Performance/Similar Experience, (2) Methods and Procedures and (3) Price. The applicable NAICS code is 236220 and the size standard is $28 million. All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue at the following site: http://www.fbo.gov. Companies not having the capability to download solicitation documents may contact Rhode Island Blue Print (RIBP), 335 Webster Avenue, Cranston, RI 02920 for a copy of the solicitation package for a non-refundable deposit.
