Default Job Order Contract (JOC) for Construction, Renovation,& Alteration Projects Fort Sam

Contractor shall provide, upon receipt of a task order, all work, materials, supplies, parts (to include system components), plant, supervision, labor, transportation and equipment, except when specified as Government furnished, for maintenance, repair, upgrade and construction of real property facilities at Fort Sam Houston, Camp Bullis, and Canyon Lake Recreational Park, San Antonio, Texas. The Contractors work and responsibility shall include all contractor planning, programming, administration, and management necessary to provide all repairs of construction and related services as specified. The work shall be conducted by the Contractor in strict accordance with the contract and all applicable Federal, State of Texas, and local laws, regulations, codes or directives. The Contractor shall ensure that all work provided meets, or exceeds critical reliability rates or tolerances specified or included in applicable documents. The Contractor shall provide related services such as preparing and submitting required reports, performing administrative work, and submitting necessary information as specified under this contract and within individual task orders. There will not be a Pre-Bid Conference. The North American Industrial Classification System (NA ICS) code applicable to this project is 236220, Commercial and Institutional Building Construction which corresponds to SIC 1542. The Small Business Size Standard is $31 Million. This will be a competitive Best Value solicitation for HUBZone businesses strictly in the State of Texas. The solicitation number for this project is W9126G-06-R-0053. The solicitation is tentatively scheduled to be issued on or about June 15, 2006, with proposals due on or about July 15, 2006 (unless otherwise stated in the solicitation). It is anticipated the solicitation will be issued with a Base and 4 Option Periods, the Contractor will not be required to honor any task order less than $2K or any single task order or combination of task orders within a series of 5 days greater than $2M. It is anticipated the minimum guaranteed amount for the Base Period is $100,000 and for each Option Period $50,000.00. It is anticipated the total estimated not-to-exceed contract amount for the life of the contract is $10,000,000.00. The contract award will be based on Best Value to the Government, which may or may not result in accepting the lowest offered coefficient/price. To determine best value, the Governments proposal evaluation will consist of but not be limited to evaluation of the offerors technical and management capabilities as well as price/cost. Specifically, the major factors in the Technical Proposal shall consist of Management Ability, Past Performance, Quality Control Program, Subcontracting Support Capability and Clarity of Proposal. Specifically, the evaluation of price/cost will be based primarily upon each Offerors Completeness, Reasonableness, and Realism. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the following internet address: https://www.fedteds.gov/fedteds/star...126G-06-R-0053 Use of the FedTeDS website requires prior registration at www.fedteds.gov. Plans and specifications will not be available in paper format or on compact disc. It is the offerors responsibility to monitor the FedTeDS web site (using the above link) for amendments to the solicitation. You must be registered with the Central Contractor Registration Database (CCR) to receive a government contract award. You may register with the CCR at http://www.ccr.gov/.
