Default (MATOC) Military and Federal Projects in Colorado and Wyoming

This solicitation is UNRESTRICTED, OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. On or about May 22, 2006, this office will issue Request for Proposals for a Multiple Task Order Contract (MATOC) for design and construction of Military and Federal Projects in Colorado and Wyoming. The solicitation will close on or about June 22, 2006. Project Description: This Multiple Award Task Order Contract (MATOC) will be for Design-Build and for the bidding and building of fully-designed projects. This Solicitation will facilitate award of up to eight (8) contracts, with a combined maximum capacity of $345,000,000.00 for all awarded contracts. The contracts will be used for military and federal project work in the States of Colorado and Wyoming. This solicitation will require prospective proposers to submit their technical qualifications for review and evaluation by the Government in areas listed herein which is not all inclusive, but includes Design and Construction Experience, Past Performance, management Organization Plan and Key Personnel qualifications. The solicitations will be evaluated to determine Best Value to the Government. The contracts will have a base period of 2 years and 1 option period of 3 years each. The contracts will require the contractors to provide required design and furnish all plant, labor, materials, and equipment to perform a wide variety of construction features to include but not be limited to: building construction and renovation work, horizontal construction work, mechanical work, and electrical work to mention a few. The scope of work and authority to perform the work will be accomplished using task orders executed by the Contracting Officer, and will typically be in the $4,000,000 to $25,000,000 cost range. This MATOC solicitation announcement is one of four MATOC solicitations that will be acquired concurrently. Those four solicitation numbers are W9128F-06-R-0012, W9128F-06-R-0013, W9128F-06-R-0014, and W9128F-06-R-0015. (See the individual solicitation announcements for participation eligibility. Obtaining Solicitation Documents: Offerors (Bidders): Please be advised that an on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certification s (ORCA) at http://orca.bpn.gov exists. Representations and certifications are required to be up-dated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for on e year from date of submission or update to ORCA. The plans and specifications will be available for download on the FedTeDS website http://www.fedteds.gov ONLY, using a link provided in the FedBizOpps announcement issued when the plans and specifications are posted on FEDTEDS. There is no search capability in FedTeDS. A Plan Holders list is not currently available. Instructions to access technical data and the associated software required viewers to view the project plans and specifications can be accessed on the Omaha Districts Contracting Division web page https://www.nwo.usace.army.mil/html/ct-m/webpage.htm This office will no longer send copies (paper or CDs) of amendments and solicitations to interested parties. Solicitation documents will be posted on Federal Technical Data Solutions, FedTeDS, when issued. FedTeDS is web-based dissemination tool designed to safeguard acquisition-related information. When solicitation documents have been issued and posted to FedTeDS, a synopsis or pre-solicitation notice will be amended and a link provided to access FedTeDS. The process to download from FedTeDS is as follows: Find the solicitation announcement in FedBizOpps at www.fbo.gov. Once you open the solicitation announcement on FedBizOpps, there will be a link provided to the solicitation in FedTeDS. Click on th e link. If you are a first time user, you will have to register; see information included below. If not a first time user, log in and open the solicitation. Once you have the solicitation open, you can begin downloading the various files to your location. Registration instructions can be found on the FedTeDS website https://www.fedteds.gov by clicking on the Register with FedTeDS hyperlink. Interested offerors should select the Begin Vendor-Contractor Registration Process option. The following information is required to register: Central Contractor Registration, CCR, Marketing Partner Identification Number, MPIN, DUNS Number or CAGE code, Telephone number, and E-Mail address Contractual questions concerning the solicitation should be directed by email to Mel Vogt at Mel.E.Vogt@usace.army.mil. Technical questions should be addressed by email to Larry Sand at Larry.D.Sand@usace.army.mil with a copy of the email question furnished to Mel Vogt, Contract Specialist.
