Default Demolition of Structures, Removal of Debris and Clean Sites

Description: This announcement is changed to be for Competitive 8(a) only. The requirements to perform decommissioning, demolition and debris removal operations other than 8(a) will be made under separate solicitations. SBA Louisiana District Office has restricted the 8(a) Competitive requirements to 8(a) firms that are located within its geographical boundaries.

The Government intends to award the aforementioned group under the existing solicitation number as award for a minimum of 3 Firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for a total pool not-to exceed $45,000,000.

These contracts will be for a one year Base and a one year option period. These requirements are solicited under NAICS code 238910 and defined as having average annual receipts of less than $13 million for the past 3 years. This requirement is processed under Service Contract Act (SCA), therefore, this construction NAICS code applies as a matter of conformance for applicable wage rates. Phase II for HubZones and Phase III for unrestricted as previously publicized for restriction to Louisiana firms will be processed at a later date as separate solicitations.

Individual task orders will be competition among the 8(a) awardees. Bonding will be required based on the outstanding amount of the task orders and not on the total pooled amounts.

A pre-conference meeting will be held on February 22, 2006 at 10:30 am CST at USACE LA-RFO, 1900 N. Lobdell Blvd., Baton Rouge, LA70608. Work shall include, but not limited to: demolition of single/multi-family homes, garages, barns, storage sheds, fences, school buildings, police or fire stations, public office buildings, commercial buildings, performing decommissioning, demolition, and removal of debris, transport to a designated disposal site and clean the site of surrounding debris.

This does not include final disposition of such items as boats and cars. The contractor shall grade surface to acceptable levels after demolition. It is also anticipated that asbestos abatement work may be required on certain structures prior to demolition as part of the decommissioning process. Sorting of asbestos debris and placement on right of way for proper disposal will be required.

Woody debris will be kept segregated from construction/ demolition (C&D) debris as much as possible. Woody debris includes vegetative debris and clean woody C&D debris, (i.e., not pressure-treated wood or wood with significant painted surfaces). The contractor shall repair all roadways, sidewalks, utilities, drainage structures and other features not designated for demolition or removal, if damaged by Contractor operations and re-slope to original grade.

Plans and Specifications will be available on the FedTeDS.gov. In order to download the files, you must register in FedTeDS. Once the solicitation is released to the public, the unique link to the solicitation package will be in FedBizOps at www.fbo.gov. Issue date will be available on or about 15 February 2006.

Proposal due date is 15 March 2006.
