The work involves the following: Provide all material, equipment and labor to construct a new 15,862 GSF single story Cafeteria/Culinary Arts Building at the St. Louis Job Corps Center. The work includes demolition of approximately 4,000 GSF of existing wood framed structures; foundation excavation and soils remediation/removal; miscellaneous site improvements in the form of general landscaping, roads, parking, curbs, and sidewalks, drainage, connections to all utility lines and site/security lighting for the new building. The work also involves center infrastructure improvements including an approximately 1,500 linear foot water distribution line and communication conduits. Substantial Completion shall be accomplished in two separate phases. Substantial Completion for Phase I shall be accomplished within 214 calendar days from notice to proceed. Substantial Completion for Phase II shall be accomplished within 344 calendar days from notice to proceed. Both phase I and II will be performed concurrently. The Contractor shall begin performance within 14 calendar days and complete it within 386 calendar days after receiving notice to proceed. The estimated cost range of construction is $1,000,000 to $5,000,000. The Plans and Specifications will be available on or about October 31, 2005, only from the Architect/Engineering firm of MAK Architects, Inc., 8328-R Olive Boulevard, St. Louis, Missouri 63132. It is emphasized that requests for plans and specifications should be directed to the A/E firm listed above to ensure proper handling of requests. Requests must be in writing and a $350.00 refundable bid-deposit is required. This bid-deposit must be in the form of a certified check, cashier’s check, or a money-order made payable to the U.S. Department of Labor, and submitted to the A/E firm at the time of request. Please provide your EIN number (Tax ID number) on each check and /or money order. Failure to do so may result in your deposit not being refunded. Requests subject to the stated bid-deposit amount will be limited to the issuance of one complete set per request from any interested party. Plans and specifications will be made available for pick up at the A/E’s office, or may be arranged for delivery at an additional charge. Any additional shipping and/or handling charges must be pre-paid and COD requests will not be accepted. Requests must be in writing and will be answered on a first-come, first-serve basis until the initial supply is exhausted. A Pre-Bid walk-through is scheduled for November 16, 2005, at 10:00 am (local time) at the Center. This will be the only opportunity to review the job site prior to submission of bids. The Bid Opening Date is scheduled for December 1, 2005 at 1:00 pm (local time) at the A/E’s office. The Small Business Size Standard is $28.5 million. This is a 100% Small Business Set-Aside Acquisition. Bidders desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request in writing no later than (10) calendar days before the bid opening. This is necessary to allow a reply to reach all prospective bidders before the submission of their bids. Bidders unable to comply with the ten (10) calendar day requirement should bid the contract according to your best interpretation of the plans, specifications, and amendments. PROSPECTIVE BIDDERS MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR). Information regarding registration can be found at http://www.ccr.gov.
