This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912EQ-08-R-0002. This acquisition is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-15 dated 13 February 2007. This acquisition is an unrestricted solicitation. The associated NAICS code is 562910. The following is a list of contract line item number(s): CLIN 0001: Asbestos abatement and Storm Water Pollution Prevention Plan for demolition of housing at the NSA Millington, TN. All responsible sources my submit quotations, which shall be considered by the agency. Contractors shall submit a lump sum quotation to include all chargers. The government intends to evaluate proposals based price and price related factors. Quotes may be submitted in hard copy or electronically, either through regular mail, email, or by facsimile. Regardless of the method of delivery, it is the offerors responsibility to ensure receipt of quotes by the time and date stated herein. EXECUTIVE SUMMARY - This Request for proposal is being issued to award a contract for the asbestos abatement and storm water pollution prevention plan as described in the Statement of Work (SOW). The work includes preparation of the Storm Water Pollution Prevention Plan (SWPPP) and asbestos abatement for demolition of 65 housing units at Wherry Housing at the NSA Millington, TN. 1. Storm Water Pollution Prevention Plan (SWPPP): This work will include preparation of the SWPPP, preparation of the NPDES permit application and submittal of the NPDES permit application to Tennessee Department of Environment and Conservation (TDEC). The SWPPP will include a project specific vicinity map indicating all necessary storm water control features required for the demolition of the 65 housing units. The plan will include all items required by TDEC to be included in the NPDES permit application. 2. Asbestos Abatement: This work includes asbestos abatement for all 65 housing units remaining at the Wherry Housing area. The Asbestos Removal Work Plan and Abatement Report will be a part of the abatement work. Work will be done in accordance with the associated specification, State and Federal regulations, and NSA Millington asbestos removal policies. The work will include abatement of any asbestos materials identified within the housing units. The asbestos abatement work includes, but is not limited to, removal of transit e paneling in furnace closets, removal of asbestos wrap on HVAC vents and duct work, disposal of asbestos containing materials, and collection of clearance air samples before and after each building asbestos removal project.
