Default Hazardous Material Abatement and Demolition

The General Services Administration (GSA) announces its intent to issue an Invitation for Bid to perform General Construction Services consisting of Hazardous Material Abatement, General Demolition, and Construction of a Material/Personnel Security Screening Building at the PH1B Federal Building in Washington, DC. The Federal Building identified as PH1B occupies a two-block area in the northwest section of Washington, DC. The site is approximately 11.8 acres. This will be a firm fixed price contract. The estimated construction cost for Hazardous Material Abatement, Demolition, and Construction of the Material/Personnel Security Screening Building of the PH1B Building is between $6,000,000 and $8,500,000. All work will be performed in accordance with GSA authorized and approved standards. All construction personnel working on this project must comply with the Homeland Security Presidential Directive 12 (HSPD 12) requirements. The selection process will utilize Sealed Bidding procedures in accordance with FAR Part 14. The professional firm (if not a small business concern) shall be required to present an acceptable small business, veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business Subcontracting Plan in accordance with Public Law 95-507 as part of its bid. The IFB will be issued, via Electronic Posting System, at Federal Business Opportunity on or about September 7, 2007. Bids will be due 30 calendar days after IFB issuance. Drawings, specifications, and other pertinent documents will be available on Compact Disk (CD) and will be distributed via FedEx on the IFB issuance date. To obtain a copy of the CD, each prospective Offeror will need to send a completed Document Security Form (included as an attachment to this Pre-Solicitation Notice) and a valid copy of the firm's business license to Contract Specialist, Chrischanda Smith no later than COB September 4, 2007. These documents may be emailed to: Chrischanda.Smith@gsa.gov, Faxed to: 202-708-4964, or delivered to the GSA Regional Office Building, 7th & D Streets, SW, Room 2021. A site visit is scheduled for 09/10/2007 at 1:00 PM in Room 1420 of the PH1B building located at 2201 C Street, NW, Washington, DC. All persons interested in attending must arrive at the main entrance of the building located on C Street, no later than 12:30 PM, to go through security and to be escorted to the meeting location. To expedite security processing, email Chrischanda Smith your Driver's License Number and Date of Birth no later than COB, Wednesday, September 5, 2007. All questions pertaining to this Pre-Solicitation Notice should be directed to the Contract Specialist, Chrischanda Smith, at 202-358-3573.
