Default Demolition of various naval facilities

This project is being solicited as an 8(a) Competitive set-aside. The work will generally provide all labor, transportation, equipment, materials, tools, supplies, engineering, supervision, and administration services needed to complete the scope of work. The scope includes demolishing building facilities and miscellaneous structures in the Territory of Guam. The work shall also include removing all hazardous waste prior to delivering it for stockpiling. Such waste shall be processed in accordance with the NAVFAC Marianas Environmental regulations. Concrete shall be free of all hazardous waste including, but not limited to lead, asbestos, and fiberglass. The work shall also include sampling, testing, removal, and disposal of lead contaminated paint, asbestos and other hazardous materials. This procurement will be a requirements contract with a base period plus four (4) option periods. The performance-period requirements will be 365 calendar days from date of award for the base period and option periods. Award will be made to the responsible offeror whose proposal will be most advantageous to the government resulting in the best value, price and other factors considered. The solicitation will be issued on or about 21 June 07. Proposals will be due on or about 21 July 07 at NAVFAC Marianas at the time specified in the solicitation. In accordance with Federal Acquisition Regulation 5.102(a)(1), availability of the solicitation will be limited to the electronic medium; the solicitation will be available for download via the Internet World Wide Web at NAVFAC E-Solicitations. All prospective offerors and planholders must register as planholders on the website in order to receive a copy of the solicitation. NO HARD COPIES WILL BE PROVIDED. The Government will NOT provide a complete name, address, phone number including area code, offeror type, prime contractor, subcontractor, supplier, e-mail address and type of business; large, small, small disadvantaged, women owned, etc. Notification of any amendments to the solicitation will only be made on the ESOL website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION. In addition, you must be registered in the Central Contractor Registration (CCR) prior to receiving any NAVFACMAR Contract Award. The website is http://ccr.gov/index.cfm. This procurement is limited to 8(a) firms certified for participation in the 8(a) program who are serviced by the U.S. Small Business Administration (SBA), Hawaii District Office (HDO), 300 Ala Moana Boulevard, Ste. 2-235, Honolulu, Hawaii 96850 and who submit evidence of bonding in the amount prescribed. 8(a) firms that are not serviced by the Hawaii District Office, but have a bona fide place of business (as defined by SBA) within the geographic area serviced by the Hawaii District Office are also eligible to submit offers. An 8(a) firm not serviced by the HDO must consult its servicing District Office regarding the establishment of a bona fide place of business or status of a previously established bona fide place of business. All other firms are deemed ineligible to submit offers. The North American Industry Classification System (NAICS) Code is 238910 and the size standard is $13 million. Estimated price range is $25,000,000 to $100,000,000. There is no requirement that 8(a) firms have NAICS Code 238910 approved by the SBA for use in their business plans
