Default Pine Knot, KY Laundry Building Renovation

Description of Requirement: Work for this project requires the contractor to be responsible for supplying all labor, materials, equipment, freight and delivery and all necessary valid licenses and permits required to remodel the Pine Knot CCC laundry building with associated utilities and miscellaneous items. Work consists of remodeling the Pine Knot laundry building to accommodate additional washers and dryers. The project includes miscellaneous selective demolition, cutting and patching, installation of concrete drain trough, plumbing, waste piping HVAC, electrical and natural gas piping. Other work includes miscellaneous items to provide a complete operating laundry facility. All work will be performed under a single contract bid. A site visit is highly recommended to verify the scope of the work, type of material required, and constraints of the existing building. Additional Information: The applicable Contracting Office for this action will be the U.S. Forest Service, Region 2, 740 Simms St, Golden Co. 80401 Contracting Officer is Lincoln S. Capstick III The Government estimate for the value of this award is between $25,000 and $100,000 Set-aside Status, This is a 100% small business set-aside, however if the Government should receive adequate competition for this acquisition, this action will be restricted to service-disabled veteran-owned small business concerns. For this action to be set aside for service-disabled veteran-owned small business concerns offers must be received from two or more service-disabled veteran-owned small business concerns; and all bids received must be at a fair market price. NAICS code for this requirement is 236220. The Government expects to enter into a Firm Fixed Price contract for this requirement. An Invitation for Bids (IFB) will be issued by this office to meet this requirement. We anticipate the solicitation to be issued on or about April 23, 2007 however this date may change and we invite all interested parties to check frequently for a possible change to this date. It is anticipated that award may be issued on or about June 4, 2007. Evaluation factors: The Government will award the contract to the offeror whose offer represents the best value to the Government on the basis of (1) Merits of the offer and (2) Offeror’s capability. The Government will determine the merits of each bid on the basis of its acceptability, and price reasonableness. The Government considers the offeror's price and technical capability to be rated as equal. The evaluation factors against which bids were measured and their relative order of importance as listed in Section L of the solicitation are listed below in descending order of importance: 1. Acceptability of Offerors 2. Demonstrated knowledge and experience of rehabilitation techniques relating to past construction projects completed for Federal customers. 3. Project approach, capability of project team, project sequencing, and efficiency of operations and understanding of the work. 4. Qualifications and experience of key personnel. 5. Past performance of any subcontractors and prime contractor. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
