Any prospective offeror interested in proposing for this solicitation may view and/or download this solicitation from the Internet site http://ebs.sas.usace.army.mil/ after solicitation issuance. Description of work: Construct a Barracks Complex consisting of approximately 116,000 SF Barracks Buildings (six-story), approximately 63,000 SF Battalion Headquarters Buildings, and approximately 73,000 SF Company Operations Facilities. Supporting facilities include clearing/grubbing, storm drainage, water, and sanitary sewer, landscaping, paving and parking. This project requires demolition of existing barracks/administrative buildings of approximately 470,000 SF. Options may be included in the contract. Project will also include asbestos abatement. This project will be solicited and procured using a Performance-Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. Each proposal shall contain the Offeror’s best technical proposal and best price. The technical proposal will be evaluated using the following factors:

2: Offeror’s Past Performance
3: Construction Duration.

This contract will be Firm Fixed Price Construction (FFP-C) the contract shall be for a period of 810 days. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. The magnitude of construction is more than $10,000,000. This solicitation is issued unrestricted. This solicitation will be issued in electronic format only and will be available on or about 27 December 2006. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
