Emergency and Rapid Response (ERRS), Region 6. It is anticipated that for the next Environmental Protection Agency Region VI (Arkansas, Louisiana, New Mexico, Oklahoma, and Texas) Emergency and Rapid Response Services (ERRS) contract generation, two contracting actions will be required. One full and open and one small business set-aside award will be made with both contracts sharing the programmatic ceiling. Each contract is anticipated to have a base period of four years and up to four annual award term years thereafter. The purpose of this announcement is to post the pre-solicitation notice for this requirement. The performance work statement is comprised of the following categories: Response Operations 1. Project Planning, 2. Project Performance 3. Containment, Countermeasures, Emergency and Removal Response, 4. Disaster and Terrorist Response, 5. Decontamination, Response Mitigation, 6. Treatment and Transportation and Disposal Operations, 7. Restoration and Soil Stabilization, 8. Analytical Services, 9. Demolition Services, 10. Construction and Support Facilities In Support of Removal Action, 11. Marine Operations, 12. Trans-boundary Response, 13. Response Times, 14. Site Safety, 15. Response Communications, 16. Project Closeout. Performance Work Statement and other information regarding this procurement will be posted at http://www.epa.gov/region6/rfq and http://www.epa.gov/oam/solicit. The solicitation is anticipated to be posted in early August, 2006 with proposals due 30 days thereafter. Technical proposals will be required as well as oral presentations.
