Construction Services for the James A. Walsh Courthouse Project. The project site is located at the northwest corner of Broadway Street and South Scott Avenue in Tucson, AZ. Solicitation Number GS-09P-06-KTC-0010

The General Services Administration (GSA) announces its intention to perform repairs and alterations to the historic James A. Walsh Courthouse in Tucson, Arizona. The existing building, constructed in 1929, is comprised of four stories of steel and concrete with an interior light court, totaling approximately 73,521 gross square feet (6,830 GSM) (excluding parking). The project includes the build-out of one new courtroom and Judge's chambers, renovations to the existing fourth floor video courtroom and the third floor historic courtroom, replacement of non-historic criterias, new first floor public intake area, perimeter security bollards, planters and new sidewalk paving on the Scott and Broadway sides of the building, new masonry perimeter walls on the north and west sides of the courthouse, limited mechanical and electrical upgrades including new cooling tower, and repairs to the building envelope. The Walsh Courthouse is occupied so much of the work will be completed on off hours and weekends. The estimated total construction cost of the project is in the range of $8 Million - $10 Million. Construction Award is tentatively scheduled for February 28, 2006. Construction Completion is tentatively set for January 2008. Offerors are hereby requested to contact GSA Contracting Officer Lilia West via email and register their interest in becoming the General Contractor for the project by November 20, 2005. Construction acquisition for this project will be by Source Selection process (FAR Part 15). The technical factor is based on the contractor's quantity of past experience in renovation of historic buildings, renovation of occupied buildings, renovation projects of similar dollar value (with a contract amount of a least five million dollars) and quality of past performance within the last ten (10) years. Cost and technical factors are of equal weight. As cost and technical factors become more equal, cost becomes more important. This solicitation is being made under the Small Business Competitiveness Demonstration Program. Although this procurement is open to large businesses, small and minority businesses are encourage to participate. All interested contractors are reminded that the successful contractor (if large business) will be expected to place subcontracts to the maximum practical extent with small and disadvantaged contractors. Before award of the contract, the Offeror (kif not a small business having average gross receipts of less than $4 million during each of the past three fiscal years) is required to submit an acceptable Subcontracting Plan in accordance with Public Laws 95-507. Solicitation packages will be available by November 30, 2005. Request by e-mail only at lilia.west@gsa.gov. All potential Offerors are invited to attend the pre-proposal conference/walk through to be held at 38 S. Scott Ave. on December 16, 2005 at 12:30PM to 3:30PM. Offerors are to notify the Contracting Officer by sending e-mail to lilia.west@gsa.gov of the names of attendees no later than December 10, 2005.
