This is a design-build project with performance and prescriptive requirements provided by the Government. The scope of work for the subject project includes the conversion of carports to garages, exterior storage, trash enclosures, concrete roof slabs over new front and rear patios, with lighting and textured concrete floor, mirrored closet doors, ceramic tiles, separate switches for bathroom lights and exhaust fans, ceiling fans with concealed wiring, additional electrical outlets, computer data port/telephone, and upgraded cable TV jacks, re-configuration of existing laundry/utility room, refurbishing and removal/replacement of existing air conditioning system, modify existing concrete walk and restore ground cover. Repairs will replace worn-out architectural finishes, exterior and interior doors and hardware, windows, closet doors and shelves, bathroom floor and wall finishes, kitchen countertops, plumbing fixtures and accessories, hot and cold water piping, waste and vent piping, toilet accessories, garbage disposals, range hoods, exhaust fans, door chimes, power panels, wiring devices, light fixtures and smoke detectors. The work includes painting, removal and disposal of hazardous materials, on-site encapsulation of chlordane-contaminated soils, clean-up, and related miscellaneous work. Whole site improvement includes additional off street parking, new light poles at guest parking, landscaping and cluster mail boxes.

Estimated range from $10,000,000 to $25,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236118 AND AVERAGE ANNUAL RECEIPTS IS $28.5M OVER THE PAST THREE YEARS. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. The technical evaluation factors may be substantially as follows: (1) Past Performance; (2) Experience and Qualifications; (3) Management Plan/Project Schedule and (4) Small Business Utilization. The Request for Proposal (RFP), CD-ROM only, will be available on or about
16 November 2005
for a non-refundable charge of $67.92. Instructions on
how to obtain the RFP CD-ROM is provided as NOTICE NO. 1 to this solicitation. (See NAVFAC ESOL website at http://www.esol.navfac.navy.mil for Notices.) ANY REQUEST FOR SOLICITATION RECEIVED WITHIN 10 WORKING DAYS PRIOR TO THE CLOSING DATE WILL BE PROCESSED IN ACCORDANCE WITH THE ABOVE PROCEDURES. HOWEVER, THERE IS NO GUARANTEE THAT THE RECIPIENT WILL RECEIVE THE SOLICITATION PRIOR TO THE CLOSING DATE. AMENDMENTS AND NOTICES WILL BE POSTED, TO THE MAXIMUM EXTENT POSSIBLE, ON THE WEB SITE http://www.esol.navfac.navy.mil FOR DOWNLOADING. THIS WILL NORMALLY BE THE ONLY METHOD OF DISTRIBUTING AMENDMENTS AND NOTICES.
