Default Credentials For Disaster Workers

In an attempt to avoid the fusterclucks that occurred at the WTC and Katrina disasters the Federal Government is going to require that anybody working on the site has to be properly credentialed. The Feds are implementing a program that will require background checks and other vetting procedures before they issue the credentials.
I took the FEMA certification test a couple of weeks ago and it was pretty tough. There was a lot of structural engineering. It took about 4 hours. My number is in the 40's. When there is a disaster they start by calling number 1 and go down the list.
