Default Councilman mulls probe on P1.3M city hall demolition

Counselor Antonio Pesina is considering investigating the bidding of the P1.3-million demolition work of the old Iloilo City Hall building in Plaza Libertad, Philippines.

Pesina said he has long been puzzled of the City's Bids and Awards Committee's (BAC) bidding, where the V. Solis Construction was awarded the P1.3 million contract.

Pesina said the BAC, which City Legal Chief Edgar Gil heads, failed to furnish him the copy of the minutes of the reported bidding of the P1.3 million demolition works.

He said he has been asking for the same documents for a year now but to no avail. Pesina questioned the cause of delay for him to get a copy of the minutes of the bidding.

Earlier, Councilors grilled Gil over the publication of the tax ordinance on a local weekly newspaper.

Councilors questioned the decision of BAC in awarding the publication of the ordinance to a weekly newspaper when there were local dailies, which joined the bidding.

The panel observed that the BAC failed to perfectly follow the requirement on publishing an ordinance.

Pesina said it would have been wiser if the BAC awarded the publication of the said ordinance on a local daily, which has a wider circulation, than on a weekly newspaper that is published only a week.
