At 12" I would hammer it too. The rule of thumb is 24". Anything less for the most part it is cheaper to hammer. In NYC it's going to cost you close to $70 per hole to drill it. And the problem there is after you spend all the big $$ preparing it there is no guarantee the expanding grout is going to work.
