Only when it was required. If they are Armstrong tiles, you can send them to Armstrong for recycling.
Here is more information on that program.
I haven't seen a company around here that paints and resells them. Interesting idea, but I am not sure if they could be reused in a new environment, I would think for warranty purposes.
